【摘要】:Uses8212;ThisguideisintendedforuseonavoluntarybasisbypartieswhowishtoconductaVESonaparcelofrealestatetodetermineifaVECisidentifiedfortheTP(thatis,thepresenceorlikelypresenceofCOCvaporsinthesubsurfaceoftheTPcausedbythereleaseofvaporsfromcontaminatedsoiland/orgroundwatereitheronorneartheTPasidentifiedbytheTier1orTier2proceduresinthisguide).TheprocessdefinedinthisguideisascreeningprocessthatrequiresinformationsimilartoinformationgenerallycollectedaspartofaPracticeE1527PhaseIESAaswellasadditionalinformationdescribedinsubsection5.3andSection8ofthisguide.IfaVECisidentifiedbythisscreeningprocess,theusermayconductfurtherinvestigation.Thisguide,however,definesaprocedureforidentifyinginconnectionwithapropertyinvolvedinarealestatetransactionwhetheraVECexists,likelyexists,cannotberuledout,orcanberuledoutbecauseaVECdoesnotorisnotlikelytoexist.Theguidecanbeappliedtopropertywithexistingstructures,propertywithstructuresthatwillbesubstantiallyrehabilitated,propertywithoutexistingstructuresbuthavingplannedstructures(forexample,propertyindevelopment),orpropertywithoutexistingstructuresandwithnoplannedstructures(forexample,undevelopedpropertywithnoplanneddevelopment).ClarificationsonUse:UseinConjunctionwithPracticeE1527PhaseIESA8212;Thisguide,whenusedinconjunctionwithPracticeE1527PhaseIESA,mayassisttheuserandenvironmentalprofessionalindevelopinginformationaboutVECsassociatedwithaTP.Thisguidehasutilityforawiderangeofpersons,includingthosewhomaynotbeinvolvedinarealestatetransaction.IndependentUse8212;ThisguidemaybeusedindependentofaPracticeE1527PhaseIESAtodetermineifaVECexists,likelyexists,cannotberuledout,orcanberuledoutbecauseaVECdoesnotorisnotlikelytoexist.Site-Specific8212;ThisguideispropertyspecificinthatitrelatestoscreeningofVECsassociatedwithaspecificparcelofrealestate.Consequently,thisguidedoesnotaddressmanyadditionalissuesraisedintransactionssuchaspurchasesofbusinessentitiesorintereststherein,oroftheirassets,thatmaywellinvolveenvironmentalliabilitiespertainingtopropertiespreviouslyownedoroperatedorotheroff-siteenvironmentalliabilities.TheguidedoesnotreplaceaPhaseIESAconductedbyanenvironmentalprofessionaloranyobligationoftheenvironmentalprofessionalunderPractice
